The distribution business group (Liberty &Empire) provides rate regulated water, electricity and natural gas utility services to over 782,000 customers in the United States. The transmission business group invests in rate regulated electric transmission and natural gas pipeline systems in the United States and Canada.

The generation business group (Algonquin) owns a portfolio of regulated and long term contracted North American based wind, solar, hydroelectric and thermal powered generating facilities representing more than 2,500 MW of installed capacity.

Mandate: Centralize and formalize the generation operational regulatory function by identifying and implementing best practices and enhancing the formal regulatory framework across multiple jurisdictions for our North American portfolio of assets. (Merchant, regulated and non-regulated assets; working towards developing an internal culture of compliance.)

Monitor and manage compliance with rules and regulations pertaining to operational reliability, market participation (merchant and non-merchant), and interconnection agreements as governed by the Federal Energy Regulatory Commission (FERC), regional entities (RE), provincial energy authorities (e.g. ministries of energy), Independent System Operators (ISO’s) and Regional Transmission Organizations (RTO).

Job Functions:
  • Responsibility for the strategic development, implementations, administration and operations of FERC perspective Regional Entity Compliance Programs and other regulatory agencies for North American generating facilities
  • Subject matter expert in the reliability standards, regulatory and compliance controls including self-auditing Responsible for implementing on-going compliance programs consistent with industry best practices to ensure compliance
  • Advises management regarding the development and implementation of related strategies, compliance concerns and regulatory developments
  • Reviews functional registrations to ensure that all registrations are accurate and up-to-date with respect to business activities
  • Manages the development and maintenance of compliance-related policies, processes, procedure tools and data, including the use of information management compliance tools (document management; compliance dashboards; RE document delivery system)
  • Develops, implements, and reviews current policies and practices issued by FERC, RE and other regulatory agencies
  • Help manage and administer internal compliance program and related committee(s)
  • Reviews energy market regulatory/compliance publications to keep apprised of new developments
  • Attend related regulatory and other agency proceedings that impact reliability and/or compliance matters
  • Travels to plants as needed to review processes, records, conduct audits, consult with staff, etc.
  • Maintains job knowledge to ensure expertise on RE reliability and compliance standards and requirements
  • Direct and coordinate with Asset Management, Operations, Energy Marketing and Environmental Health & Safety and other relevant business units to update, enhance, clarify and improve documentation as needed
  • Work with functional units as needed to collect and prepare documentation for internal and external self-certifications, audits and investigations

  • BS/MS in Engineering, MBA or equivalent combination of education and related industry experience
  • Minimum of 5 years of related progressive experience
  • Experience within Power generation is a must with exposure in areas of regulatory compliance, engineering, power markets, power plants, reliability
  • Requires knowledge of federal, state and local laws, codes and regulations governing the purchase, sale and exchange of energy and power; concepts of power business practices; concepts of energy restructuring; policies of the federal power program and energy regulations; concepts of interconnected electric operations; NERC compliance standards specific to Generator Owner Operator, Purchasing and selling entity, and standards, policies on regulatory processes; and prices of ISO/RTO
  • Must have work experience that demonstrates the ability to work with limited supervision, drive and achieve compliance goals
  • Excellent communication and presentations skills
  • Excellent organizational and management skills
  • Effective facilitation skill to reach consensus among diverse stakeholders
  • Exceptional negotiation and conflict management skills
  • Proven self-starter with the ability to work effectively in a team environment as well as individually on complex assignments
