Responsible for overall continuous improvement for internal processes, work methods, training and assurance in order to maintain the highest standards of quality, service and compliance within Liberty’s operational programs.  Accountable for the development and implementation of short and long term initiatives that support the overall corporate and business goals with a focus on how operational strategy drives customer satisfaction within Liberty’s gas, electric, water and wastewater services This high impact role will provide overall leadership and direction to functional teams in existence across our matrix organization and ultimately responsible for developing strong and close relationships with our customers and the organization.

Mandate

The Director of Engineering Services will have overall accountability for the department with a mandate to provide the organization with effective technical support, operational engineering governance, operational performance monitoring, implement departmental strategies and provide project management services.  Reporting to the Vice President, Operations, this position will provide leadership for the Technical Services team and provide guidance on strategic direction of the group. Accountable to ensure technical expertise is provided in asset operation, maintenance, and investment decisions to achieve business goals and maintain technical compliance within the applicable internal and external requirements.  Ensures an effective approach to managing short and long-term asset performance requirements for diverse operations aligned to the company business plans.   The Director,  Engineering Services is expected to conduct all matters in a manner consistent with the Algonquin’s Corporate Values of Community, Family, Quality, Care, Commitment, and Efficiency. The Technical Services group will work closely with Operations teams and having the following accountabilities as the “equipment owners” of the operating fleet:

• Upholding Employee and Public Safety
• Lead Technical Services team of approximately 10 people (6 Direct Reports)
• Upholding Environmental and Regulatory Compliance
• Fostering clear and open communications
• Ensuring long term integrity of Algonquin’s operating assets
• Understand the equipment condition, performance and limitations at each facility.
• Support operations to minimize outage time, reduce costs and maximize production. 
• Review all requests for change, capital projects and provide facility performance analysis.  
• Site inspections, provide equipment monitoring recommendations and assist in solving technical problems across the facilities
• Designated project managers will deliver project management support at facilities for capital investment or large scale repairs.  These project managers must be trained in project management principles and use  standardized project management tools to ensure consistency across the company with respect to risk tolerance.
• Support the integration of risk management across the generation fleet by assisting in the management of site risk registers.
• Maintain expert level specialized technical support in the team with knowledge of critical equipment and systems (power generation, rotating equipment, electrical and controls, dam safety, asset integrity, wind and solar power generation)
• Create, implement and manage an engineering governance program.  This includes ownership of operating engineering standards for critical equipment and compliance within jurisdictional engineering practice and plant safety regulations.
• Provide performance monitoring, reliability, monitoring and diagnostic support services of critical operational parameters to the generating fleet.

KNOWLEDGE, SKILLS, ABILITIES & MINIMUM QUALIFICATIONS
• Must be a licensed Professional Engineer certified in the Province of Ontario
• 7-10 years of related work experience
• Strong worker safety management skills
• Strong written and oral communication skills
• Proven project management experience
• Candidate must possess good working knowledge of the following general categories of technology:
• Heavy rotating machinery (bearings, shafts, couplings, brakes, rotors, flywheels, impellers, fans, etc.)
• Auxiliary industrial systems for power generation equipment (hydraulics, pneumatics, brakes, lubrication, water control gates, blowers, etc.)
• High-voltage electrical circuit design and construction (breakers, transformers, protection relaying, metering)
• Control circuits (SCADA and PLC’s, analog and discrete field instrumentation, motor controls, transducers, etc.)
• Dam Safety and hydro generation operations
• Good working knowledge of construction & manufacturing techniques and repair procedures
• Basic understanding of worker and public safety and environmental regulations

WORKING CONDITIONS

• Tech Services Division Manager works out of Liberty Power’s corporate offices
• Travel to the various generating facilities will be required from time to time (Estimate 15%).  All travel expenses will be reimbursed and/or paid by Algonquin Power
• Normal work schedule shall be Monday to Friday, 40 hour work week, not including lunch breaks
• Work schedule is flexible, in that planning and scheduling need to be based on task completion and job demands
