The Regulatory Analyst has responsibility to lead cross-functional teams in developing regulatory filings. The Regulatory Analyst will build and maintain strong relationships with the California Public Utilities Commission (“CPUC”) and other key stakeholders while ensuring that the policies and procedures of the organization are maintained and follow all applicable laws and regulations. The Regulatory Analyst will support and provide regulatory input to management on emerging regulations and developments in the utility industry and assist in the development of policies and procedures to maximize shareholder value.


  • Lead cross-functional teams to develop regulatory filings submitted to the California Public Utilities Commission (“CPUC”), including preparing testimony, developing forecasts and work papers, and responding to data requests.

  • Prepare witnesses for CPUC hearings.

  • Develop rate schedules for regulatory proceedings.

  • Establish and manage relationships with regulatory authorities.

  • Liaise with regulatory authorities and commission staff and participates in industry forums to influence regulatory policies.

  • Direct and ensure alignment of regulatory strategies to ensure regulatory compliance and to maximize shareholder value.

  • Develop tactics to maximize rate recovery of prudently incurred capital and operating expenses

  • Participate in industry associations and develop leadership positions for Liberty Utilities

  • Provide advice to company’s management on emerging regulations, regulatory strategy and developments in industry.

  • Interpret new pending local laws and regulations, which potentially affect the organization's business practices, and assist in the development or revision of policies, procedures, contracts, and agreements to ensure compliance

  • Monitor information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities. Update key management on regulatory changes, developments and implications of new requirements on functional areas.

  • Implement framework to ensure the utility is meeting its compliance and filings requirements in an accurate and timely manner


Education & Experience

  • Bachelor degree or equivalent

  • 3-5 years of experience

  • Knowledge of CPUC filing requirements

  • Regulatory experience considered a strong asset

  • Valid Operator’s Driver’s License and proof of current insurance

  • Availability to travel if needed by the company

The transmission business group invests in rate regulated electric transmission and natural gas pipeline systems in the United States and Canada.
