Salary Range: $54,481 - $81,721 annually depending on skills and experience.
In addition to salary, Liberty Utilities offers an incentive plan based on company and individual performance.

Under minimal supervision develops and implements the water conservation programs for Liberty Utilities (Park Water) Corp.



Responsibilities may include, but are not limited to, the following:

  • Develops and implements water conservation programs as proposed in the Liberty Park Water Use Efficiency Plan. Coordinates conservation program activities with Central Basin Municipal Water District, the Metropolitan Water District of Southern California, and various local and state agencies.

  • Represents the Company at California Water Efficiency Partnership (Partnership) and Metropolitan Water District of Southern California Conservation meetings.

  • Reviews and prepares comments on proposed changes to Partnership Best Management Practices.

  • Represents the Company at community events and various industry groups.

  • May serve on local, regional, and/or state panels and committees related to conservation.

  • Reviews and makes recommendations for water conservation practices, procedures, and programs.

  • Prepares and conducts conservation education programs to community groups, homeowner associations, and other organizations.

  • Prepares and files necessary reports such as to the Public Utilities Commission, the State Water Resources Control Board and the Partnership.

  • Prepares, recommends, tracks, and spends an appropriate annual budget for conservation activities. Responsible for meeting three year rate case conservation budget

  • Works with Communications and Media Relations on public information programs for water conservation.

  • Keeps abreast of current developments, trends, and legislative action in the water conservation field.

  • Handles customer inquiries about water conservation.

  • Conducts water audits and/or schedules the water audit team.

  • Orders and provides appropriate conservation educational materials and supplies for customers

  • May work in other areas of the Company when conservation activities are minimal or their assistance is needed in another area to fulfill a higher priority duty.

  • Answers customer questions via mail and telephone calls.

  • Prepares letters, memoranda, and Company forms as required using word processing and spreadsheet programs.

  • Helps prepare the Company’s annual Climate Registry report on greenhouse gas emissions.

  • Works weekends, holidays, and extra time as required.

  • Drives Company vehicles.

  • Travels occasionally.

  • Complies with all safety policies, practices, and procedures. Reports all unsafe activities to the supervisor, Manager of Safety Services, and/or Human Resources.

  • Performs various other duties as may be assigned.


  • Must possess a high school diploma or G.E.D. and equivalent skills and knowledge.

  • Equivalent to a BS or BA degree from an accredited college or university preferred.

  • Must have a minimum of two years experience in water conservation activities.

  • Possess an American Water Works Association Water Conservation Practitioner Grade 1 Certificate or be able to obtain certificate within one year of hire.

  • Have a thorough knowledge of the basic principles, practices, and methodologies of water conservation.

  • Have a thorough knowledge of Best Management Practices for urban conservation and Liberty Utilities (Park Water)’s Water Use Efficiency Plan. Be willing to attend on-site and off-site meetings and conferences, and pursue continuing education to stay current with water conservation and related issues and regulations.

  • Requires effective telephone etiquette and customer relations skills.

  • Must have knowledge, experience, and proficiency in computer operations, especially internet and personal computers. Must have a minimum of intermediate skills in word processing and spreadsheet applications. Experience in Word, Excel, and PowerPoint is preferred.

  • Have effective verbal and written communication skills to communicate in English with others including internal and external customers under normal and adverse conditions.

  • Possess effective public speaking communication skills.

  • Must have good organizational, analysis, problem-solving, and math skills.

  • Be able to follow Company rules, procedures, and also directions from a supervisor.

  • Must be able to exercise independent judgment, discretion, professionalism, finesse, and tact in all areas of work including matters of a sensitive and/or confidential nature.

  • Possess effective interpersonal skills and be able to work with people at all levels of the organization. Maintain effective and cooperative working relationships with those contacted in the course of work. This includes, but is not limited to, those to whom the position reports to, supervisors, coworkers, public, customers, etc.

  • Must be self-motivated and multi-task oriented.

  • Able to work independently and function in a team environment.

  • Must maintain a professional appearance as a front-line representative of the Company.

  • Must meet established goals and deadlines with minimal supervision.

  • Be able to take direction and be a self-starter.

  • Be energetic and reliable.

  • Must have the ability to prioritize and organize multiple assignments with limited time constraints and changing requirements.

  • Be able to work weekends, holidays, and extra time as required.

  • Bilingual (English and Spanish language) verbal and written skills are highly preferred.

  • Possess a valid California Class C driver license with an acceptable driving record.

  • Be able to drive Company vehicles.

  • Be able to travel for business. This may require overnight travel and work during evenings and weekends.



  • Vision and hearing correctable to enable understanding of instructions and performance of job duties.

  • Ability to communicate effectively and professionally in English, both orally and in writing.

  • Sufficient physical dexterity to walk, drive, lift, carry, stoop, bend, push, pull, and climb stairs.

  • Ability to handle (lift, carry, operate, etc.) materials and equipment necessary for the job.*
