Purpose

Operations Supervisor advises employees and assists in the prioritizing and performance of routine and emergency functions associated with the daily operations of a water. Duties include direction of staff in daily checks of wells, pumps, booster pump stations, reservoirs, As such, is responsible for the performance and maintenance and repair on the water responding to customer problem and complaints about water quality; responding to or directing employees to respond to main breaks, service breaks and other system emergencies as deemed necessary. Duties include data analysis, development and implementation process control strategies for systems, employee supervision, employee training, equipment troubleshooting and maintenance, and report generation and submittal, prepares and submits annual evaluations, ensures employees conform to the state and company safety policies. Responsible for the efficient and effective operation and maintenance of the system, which may include Supervisory Control and Data Acquisition (SCADA), electronic control systems and managing compliance. Seeks to know and understand new environmental regulations, guidelines, and information in order to stay current on new developments, and disseminates information to employees. Ensures accurate record keeping in all matters pertaining to operations and the procurement of materials and tools. The Supervisor will generate month end production reporting. This position provides assistance to customers with concerns and/or technical assistance, physical assistance and administration regarding operational issues to staff, outside consultants, and regulatory agencies.

Accountabilities

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

Water Distribution:

  • Daily direction, coordination and supervision of employees in the repair, maintenance and inspection of all well sites, reservoirs, water lines, booster stations, and the general condition of all sites and appurtenances.
  • Perform maintenance, repairs and installations on water distribution systems including main lines service lines, valves, meters, fire hydrants, booster pumps, hydro pneumatic tanks and service lines.
  • Assist customers with issues related to water supply, volume, pressure or quality.
  • Inspect new construction by outside contractors to assure standards and materials.
  • Perform blue stake and locate service lines, mains and valve boxes.
  • Collect water samples for compliance testing, chlorinate the water system, repair chlorinator and adjust to correct settings.
  • Plan, assign and supervise the work of field personnel. Train staff as needed. Maintain standard operating procedure (SOP) for consistency in completion of tasks.
  • Completion of daily service orders and monthly meter readings.
  • Ability to understand the interdependency of issues between customers, office personnel and operations. Ability to analyze and prioritize situations as they arise daily.
  • Lift, transport and install residential and commercial hydrants or meters, as necessary.
  • Logs data on computer. Maintains statistics and submits reports to department manager.
  • Administrative duties include answering and returning phone calls, entering daily input into computer, processing employee interviews and reviews, meeting with vendor contacts, resolving personnel issues, filing work orders, verifying and approving timesheets, assisting with budget administration, writing reports and providing information required by management and regulatory agencies. Under guidance, manages budget by preparing estimates, monitoring contracts and accounting for line items, review and approving purchase order requests. Maintains records and inventories, coordinates resources, oversees projects to completion and maintains the current SDS (Safety Data Sheets) book.

Water Production:

  • Oversees water production, distribution and treatment facility operations by directing operation, maintenance, testing and repair of the facility systems and equipment. Responsible for testing and quality control. Promotes quality control by ensuring water meets all required compliance parameters and coordinates responses to any related enforcement actions.
  • Supervises and trains staff on all water production and treatment, with an emphasis on developing and promoting self-directed teams, which operate safely and efficiently. Plans and prioritizes daily assignments, monitors, encourages employee development, improves managing principles and practices and participates in personnel selection, objectives, goal setting and evaluations. Trains personnel by developing technical and safety training programs, scheduling training activities and coordinating activities with off-site instructors.
  • Performs managerial duties by studying operating cost records and making corrections or suggestions for improvements, offering advice on operations, identifying training requirements, preparing reports on facility operations, productivity, and energy conservation, recommending improvements, improving practices and providing information required by management and regulatory agencies.
  • Monitor existing and proposed Safe Drinking Water Act and Amendments. Maintain a comprehensive understanding of existing and proposed water quality rules and regulations. Ensure systems remain in compliance with these and any other regulatory compliance. Provide staff training in these areas.
  • Performs field activities by overseeing operations, including pre-job site planning, attending construction meetings, performing walk-throughs on final projects, investigating customer complaints, and scheduling turn offs for non-payment, repairing main breaks and installing meters. May perform related duties such as filling in for regular employees in case of an emergency and responding to emergency call outs. Serves as safety coordinator by ensuring compliance with occupational health and safety precautions pertaining to all phases of maintenance in treatment and distribution.
  • Operates and maintains the water SCADA applications and electrical control panels. Performs program modifications and adjustments to SCADA system as necessary. Completes trouble-shooting activities to control panels and other electrical elements association with the system.

Education & Experience

  • Work requires specialized knowledge of water treatment, and/ or water distribution principles and practices at a technical level. Knowledge of laws and regulations governing area of concentration and procedures necessary to operate. Safety practices in operation of electrical and mechanical equipment used in systems and facilities. Computerized treatment process applications and data logging functions. Appropriate certification is required.
  • Five to ten years’ experience, depending on specific area of concentration water distribution, or water treatment) with increasing responsibilities. Minimum 12 months experience as an Operator III or equivalent. Associate’s degree from accredited institution is preferred.
  • Previous leadership/supervisory experience a plus.
  • Arizona locations require a ADEQ Grade 4 Operator License in specific area of concentration; Water Distribution or Water Treatment.
  • Maintain a valid state driver’s license.
  • Work requires the ability to read maps, manuals, work orders, and blueprints, perform general math calculations such as addition, subtraction, multiplication and division, as well as knowledge of common water calculations and their applications.
  • Write work orders, memos, letters, reports and keep accurate daily records at well sites, lift stations and treatment facilities.
  • Lead team and other employees; ability to supervisor, mentor and coach. This position does not have the authority to hire and dismiss staff without consent with Operations Manager and Human Resources department.
  • Ability to complete repairs and tasks in a timely fashion.
  • Work is widely varied, involving analyzing and evaluating many complex and significant variables. Company-wide policies, procedures, or precedents may be developed and/or recommended.
  • The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results. There is some opportunity for discretion when making selections among a few, easily identifiable choices. Work involving discretion is typically reviewed before finalized.
  • Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
