The Program Manager, Communications and Media Relations is primarily responsible for public relations, preparation of outreach materials; updates and maintenance of the Company’s website and social media presence.


Responsibilities may include, but are not limited to, the following:

  • Community Outreach

  • Works with managers and employees to help plan and schedule community and Liberty Day events

  • Attends customer events and speak on behalf of the company. Work to promote a positive company reputation.

  • Assists in the development and implementation of public information programs to keep the public informed regarding Liberty Utilities’ activities, accomplishments and points of view

  • Develops materials, and assists in coordinating community workshops

  • Responsible for creating and gathering content, videos, and photos for marketing materials

  • Creates advertisements and press releases for events and company news

  • Creates bill inserts, bill messages and newsletters that satisfy strict regulatory requirements

  • Ability to interview, collects data, and writes clearly and effectively about complex topics

  • Coordinates email and or mail distribution for inserts and newsletters.

  • Responsible for running promotional campaigns to encourage customer participation in Liberty Utilities programs

  • Creates internal communications that supports company initiatives including emails, posters, and company TV screens. Supports departments across the company with writing and editing skills. Promotes company values through a variety of communication channels.

  • Creates and posts content for company website and social media platforms. Tracks customer traffic. Supports other Liberty Utilities regional companies with website updates. Responsible for maintaining consistent messaging across all communications channels.

  • Maintains media and community contact lists

  • Works with Customer Service leads to develop and execute Customer Satisfaction Plans as a result of quarterly CSAT Surveys

Other Functions:

  • Processes and manages contracts for services

  • Works weekends, holidays, and extra time as required

  • Drives Company vehicles and travels occasionally

  • Complies with all safety policies, practices, and procedures; reports all unsafe activities to the supervisor, Manager of Environmental Health, and Safety, and/or Human Resources

  • Performs various other duties and supports other Liberty Utilities regions as may be assigned


  • Equivalent to a BS or BA degree from an accredited college or university with major course work in public relations, communications, journalism, business administration, political science, or closely related field.

  • Possess excellent oral and written communication abilities

  • Effective telephone etiquette and customer relations skills

  • Proficient skills in Microsoft Office (Word, Excel, PowerPoint, Adobe Suite, Photoshop, In-Design and/or other graphic design software).

  • Effectively plan activities, set priorities, and identify alternative course of action when needed

  • Exercise independent judgment, discretion, finesse, professionalism, and tact in all areas of work including matters of a sensitive and/or confidential nature

  • Effective interpersonal skills; must be able to work with people at all levels of the organization and also with customers and industry professionals

  • Must be self-motivated, organized and able to multi-task

  • Able to work independently but also to function in a team environment

  • Professional appearance as a front-line representative of the Company

  • Be able to meet established goals and deadlines with minimal supervision

  • Bilingual (English and Spanish language) verbal and written skills are preferred

  • A valid California Class C driver’s license with an acceptable driving record
  • Be able to travel for business; may require overnight travel and work during evenings and weekends


  • Vision and hearing correctable to enable understanding of instructions and performance of job duties.
  • Ability to communicate effectively and professionally in English, both orally and in writing.

  • Sufficient physical dexterity to walk, drive, lift, carry, stoop, bend, push, pull, and climb stairs.

  • Ability to handle (lift, carry, operate, etc.) materials and equipment necessary for the job.*
