Purpose

Under general supervision or direction, this position is responsible for providing project management services to promote successful completion of various capital projects as assigned for the electric regulated utility operations in the State of California.

Accountabilities

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

  • Lead projects, as assigned, for the company ensuring that company policy is followed and that proper planning, execution and documentation is being done.
  • Serve as primary point of contact for information pertaining to assigned projects including project scope, justification, finances, schedule, partners and all issues associated with projects.
  • Provide timely and detailed communication to project partners ensuring that appropriate collaboration is taking place and management is advised of critical issues.
  • Monitor and control project budget and schedule including leading items such as bidding and contract administration.
  • Use project management techniques to help guide projects to successful completion.
  • Ensure that company objectives quality standards are met.
  • Promote safety and adhere to company safety policy in all aspects of executing projects and performing job duties.
  • Ensure that projects are completed and documented in a timely manner including as-built documentation, GIS updates and closing projects to plant.
  • Track and audit on a regular basis the financial aspects of projects ensuring that costs are being accounted for accurately and that approved budgets are being met and that no expenditures are being made without proper authorization.
  • Assists in preparing the annual capital budget and rate cases on an as needed basis by providing cost estimates and justifications to assist staff planning documentation.
  • Speak in public representing the Company in support of potential rate case testimony or public outreach.
  • Supports Company activities from other business units.

Education & Experience

  • Associate’s or Bachelor’s degree in Project Management, Construction Administration, Engineering in a related field or a PMP certification
  • A minimum of 5 years of technical experience with a utility or other related field.
  • Proven solid understanding of project management and construction management practices.
  • Experience with construction administration for an investor owned utility is highly preferred.
  • A qualified candidate must have a proven understanding of operational needs of an investor-owned utility and California Public Utilities Commission regulatory guidelines.
  • Intermediate knowledge and use of Microsoft Office products is required.
  • Effective verbal and written communication skills to connect with internal and external customers under normal and adverse conditions are required.
  • Possess effective interpersonal skills and work with people at all levels of the organization.
  • Meet established goals and deadlines with minimal direction.
  • Demonstrate a highly developed sense of responsibility and outstanding interpersonal and technical skills that are commensurate with years of experience.
  • Exercise independent judgment, discretion, finesse, integrity, and tact in all areas of work including matters of a sensitive and/or confidential nature.
  • Must have good organizational, problem-solving, and math skills along with being highly self-motivated.
  • Able to work independently and function in a team environment.
  • Must maintain a professional appearance as a front-line representative of the Company.
  • Be available to work extend hours, weekends, and holidays if required.
  • Must possess a valid driver license with an acceptable driving record, drive Company vehicles, and be able to travel for business.

The distribution business group (Liberty Utilities) provides rate regulated water, electricity and natural gas utility services to over 750,000+ customers in the United States. The transmission business group invests in rate regulated electric transmission and natural gas pipeline systems in the United States and Canada.
