The primary task of this TEMPORARY position is to provide support and analysis for the Arizona and Texas Rates and Regulatory group which includes assisting with and ongoing support of applications for rate increases, applications for authority to incur debt, applications related to the granting or extension of Certificates of Convenience and Necessity (“CC&N”). The incumbent will also ensure that compliance requirements are met and prepare any required compliance filings. The position will also provide decision support analysis for capital expenditures, monitor utility earnings/rates of return to determine whether rate increases/decreases are necessary, perform other duties as assigned.

Essential Functions

The specific responsibilities of the position will include, but not be limited to:

Rates and Regulatory

  • Assist Rates and Regulatory Manager with rate case filings which include the preparation of supporting schedules and all supporting documentation. Ensure the preparation and recording of rate case closing entries.

  • Review cost allocations for accuracy and compliance with Company’s Cost Allocation Manual.

    1. of testimony in support of rate case filings and support schedules.
  • Provide assistance/responses for data requests from the Arizona Corporation Commission and its equivalent Public Utility Commission in other states along with requests from intervenors (RUCO and others).

  • Maintains an ongoing data base of compliance requirements. Reviews final decisions to identify new and ongoing compliance requirements being imposed on the regulated entities. Prepares all compliance filings to ensure that compliance requirements are met on a timely basis.

  • Ensure that rate tariffs are approved on a timely basis and kept on file.

  • Ensure that non-rate tariffs (backflow and curtailment) are approved on a timely basis and kept on file


Operations/ Engineering

  • Processing of Line Extension Agreements which includes reading and interpreting. Also provide entries and reconciliations to Finance.

  • Prepare, analyze and manage the capital budget and spending results for President and Managers.


The position is ideally suited for an accountant or someone with strong financial analysis background. The incumbent must be extremely comfortable interacting with third parties such as lawyers, regulatory staff and corporation commissioners in multiple states, and peers in industry, as well as the ability to competently present and testify the Company’s positions in rate cases and other regulatory processes.


  • Bachelor’s Degree in Finance or Accounting and three years of related experience

  • CPA or CMA accounting designation, Masters in Accounting or Finance, MBA; or Bachelor’s Degree and five years of related experience preferred.

  • Experience with regulatory filings and reporting preferred.

  • Detail oriented expert in Microsoft Office, particularly in MS Excel.

  • Strong business acumen with demonstrated ability to develop strategic solutions to complex problems.

  • Ability to work under demanding time constraints with firm deadlines.

  • Demonstration of being a team player who can think outside the box.

  • Some travel will be required.
