Purpose

This professional will support the leadership of  our Rates and Regulatory Affairs for all related functions with n Liberty Utilities. A Sr. Analyst is responsible for generating accurate reporting for regulatory and governmental outreach, preparing and implementing rate filings and regulatory filings required at a regional level (specializing in multiple states and multiple commodities).

 

The Sr. Regulatory Analyst has  a responsibility to build and maintain strong relationships with local regulatory commissions/authorities and other key stakeholders while ensuring that the policies and procedures of the organization are maintained and follow all applicable laws and regulations. The Sr. Regulatory Analyst will support and provide regulatory leadership, training, guidance and support while acting as an advisor to direct reports to ensure regulatory compliance, time lines are met and guidelines are followed. This role will ensure a unified front is formed to maximize earnings at a regional level.

 

Accountabilities

 

Responsible for Regulatory and Governmental outreach/regulatory filings - prepares the company’s regulatory applications and filings process to obtain all necessary permits, licenses, certificates, authorizations, and rate approvals.

Establishes and manages relationships with regulatory authorities and necessary commissions.

Liaison between Liberty, the regulatory authorities and the commission staff who will be required to participate in industry forums to influence regulatory policies.

Direct and ensure alignment of regulatory strategies to all local areas to ensure regulatory compliance and to maximize shareholder value

Influence the regional rate making and regulatory strategy activities. Must be well educated in the requirements of filings, rate cases, revenue requirements and rate design.

Expected to lead the initiatives designed to develop tactics to maximize rate recovery of prudently incurred capital expenditures and operating expenses

Participate in industry associations and develop leadership positions for Liberty Utilities

Act as witness on rate and regulatory related filings at the local regulatory commissions  as an Advisory to management

Provides advice and leadership to company’s management on emerging regulations, regulatory strategy and developments in industry.

Compliance focused, required to review and interpret new pending local laws and regulations, which potentially affect the organization's business practices, and coordinates the development or revision of policies, procedures, contracts, and agreements to ensure compliance

Monitor information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities.
Updates key management on regulatory changes, developments and implications of new requirements on functional areas.

Implement and lead all aspects of a framework to ensure the utility is meeting its compliance and filings requirements in an accurate and timely manner.

 

Education & Experience

Requires Regulatory Expertise - advanced/well-developed skills and knowledge within a specific professional discipline involving the integration of theory and principles with organizational practices and precedents

Requires an Accredited University - Bachelor degree or equivalent

Requires 10-15 years of experiences

Complete knowledge and understanding of local state commission regulations and filing requirements, plus a proven working relationship with local commission and staff preferred

Completion of relevant university/college degree/education

10 years in an operational role with a regulatory, accounting, or engineering focus

Utility Rate making experience considered a strong asset (cost modeling, revenue requirements, rate design experience)

Must have ability to develop relationships and build credibility quickly Demonstrated management and supervisory experience

Valid Driver’s License and proof of current insurance

Availability to travel if needed by the company

Can reside in Joplin, Jefferson City, Oklahoma City or nearby.
