Mandate

The Land Surveyor will prepare legal documents, legal descriptions, CAD drawings, CAD mapping, perform field surveying, office surveying calculations, customer communications, problem solving, preparing permits with outside agencies (CalTrans, UPRR, EBMUD, etc.) and other duties in supporting new business and customer distribution connections to our electrical and gas systems. Responsible for obtaining and for the upkeep and creation of all real estate easements as it relates to the Liberty Utilities infrastructure. You must be able to travel at least 50% of the time within the Tahoe service territory.

       
 Essential Duties includes the following, but other duties may be assigned.

  • Manages the Liberty Utilities Real Estate Easement Program - Interacts with Engineering, Property Owners, Banks, Cities/Towns/Counties, and Attorneys as required in creating and executing Easements

  • Secure property rights on privately and publically owned properties to ensure that Liberty Utilities is able to access and maintain equipment to provide service to customers.

  • Manages the Liberty Utilities Real Estate Records Management Program – maintains electronic file system, maintains hard copies of original signed documents, and Records documents at County Recorder’s locations.

  • Support facilities by researching and providing documentation that relates to company owned assets on an as need basis.
     
  • Provide Cities and Towns with Third Party Attachment data
     
  • Receives and evaluates Planning Board and Hearing Notices from cities and towns with Company Service territories and determines if Company representation is required.
  • Support Liberty Utilities Engineering, Environmental, and Arborist, GIS, and Joint Pole administrator.
  • Create/update Liberty Utility Company Easement Policy and Best Practice tutorials.

  • Interface with Railroads and DOT.

  • Create and administer CalTrans Encroachment permits.

  • Create all Right of Entry and Easement Documents.

  • Survey, as needed, easement locations, property corners, and any facility locations within easement boundaries.

  • Perform routine work, make precise survey measurements using conventional and state of the art surveying instruments; interpret legal descriptions of real property; make and interpret survey calculations; research, analyze, check, and adjust survey data; research title and compile evidence and documentation for boundary determination.

  • Operate the survey vehicle while adhering to safety standards.

  • Prepare maps from field notes, office data, and title searches for condemnation proceedings, obtain rights-of-way, purchase land, obtain government permits, and obtain leases and other land documents. Plot plan profiles, road cross-sections, topography, contours, and special drawings. Check mathematical computations of others.

  • Assemble information for, and processing, clearing, and correcting of rights-of-way and land matters. This work includes such duties as preparing legal descriptions of real property; preparing all routine documents necessary for the acquisition of easements by the Company; processing necessary forms for the procuring of permits; preparing and processing quitclaims; securing signatures; securing permits; inspecting property; preliminarily investigating encroachments; and preparing clear and concise reports and correspondence.

  • Other duties as assigned.

    Qualifications
    California Licensed PE Surveyor.
    5+ years of land surveying experience.
    3+ years of Utility industry experience is preferred.
    Proficient utilization with Microsoft Office (Word, Excel & PowerPoint) required.
    Strong skills in the use of computer and peripheral equipment required.
    Energetic and results-driven, with a strong work ethic and commitment to excellence.
    Ability to analyze field notes and technical data; design and develop drawings and maps; completing various engineering drawings of equipment, systems, and installations required.
    Well-developed verbal, written, and communication skills required.
    Experience using GIS and/or AutoCAD.
    Take initiative and can work with minimal direction.
    Field or office experience in a land surveying capacity.
    Ability to effectively work with and support colleagues.
    Experience generating plan/profile mapping, topographic mapping and construction staking.
    Experience writing/interpreting legal land descriptions.
    Driver’s license required.

    Effort and Dexterity:
    While performing the duties of this job, the employee is occasionally required to stand, walk, sit for lengthy periods, and reach with hands, arms, and stoop. The employee may occasionally be required to physically lift up to 25 pounds for files, computer printouts, supplies and materials on occasion.
