This position is multi-functional for several departments within the business unit. The purpose of this position is split into three key areas. The primary task of this position is to prepare, support, and analyze for the Arizona and Texas Rates and Regulatory group which includes assisting with and ongoing support of application for rate increases, applications for authority to incur debt, applications related to the granting or extension of Certificates of Convenience and Necessity (“CC&N”). The incumbent will also ensure that compliance requirements are met and prepare any required compliance filings. The position will support Operational/Engineering and Development Services projects. Rate case filings take priority over Operational/Engineering and Development Service projects. Performs other duties, as assigned.

Essential Functions

 

The specific responsibilities of the position will include, but not be limited to:

 

Rates and Regulatory

  • Assist Utility Rates and Regulatory Manager with rate case filings which include the preparation of A-H schedules, and all supporting documentation to provide backup to the A-H schedules. Ensure the preparation and recording of rate case closing entries.

  • Draft of testimony in support of rate case filings in support of A-H schedules.
  • Provide assistance/responses for data requests from the Arizona Corporation Commission and its equivalent Public Utility Commission in other states along with requests from intervenors (RUCO and others).

  • Maintains an ongoing data base of compliance requirements. Reviews final decisions to compliance requirements to identify new and ongoing compliance requirements being imposed on the regulated entities. Prepares all compliance filings to ensure that compliance requirements are met on a timely basis.

  • Ensure that rate tariffs are approved on a timely basis and kept on file.

  • Ensure that non-rate tariffs (backflow and curtailment) are approved on a timely basis and kept on file

     

Operations/ Engineering

  • Assist legal with EJCDC and AIA contracts for Operational and Engineering projects.

  • Analyze and identify liability concerns, contractual rights, and obligations and recommend provisions to protect Liberty’s interests prior to contract execution.

  • Ensure liability and insurance provisions are in kept with Liberty standards.

  • Coordinate bonding company requirements.

  • Process all lien related documents for all departments.

  • Process and coordinate all phases of the projects which include contracts, purchase orders, bonding, insurance, liens, payments applications, tracking of budgets/costs, and close-out documents.

  • Processing of Line Extension Agreements which includes reading and interpreting. Also provide entries and reconciliations to Finance.

  • Prepare, analyze and manage the capital budget and spending results for President and Managers.


Requirements
 

The position is ideally suited for an accountant or someone with strong financial and regulatory background. The incumbent must be extremely comfortable interacting with third parties such as lawyers, regulatory staff and corporation commissioners in multiple states, and peers in industry, as well as the ability to competently present and testify the Company’s positions in rate cases and other regulatory processes.

 

  • Prefer accounting designation (CPA), Masters in Finance, or MBA; or Bachelor’s Degree in Finance or Accounting and seven years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

  • Demonstrated analytical skills typically accompanied by seven plus years of experience in a utility rate analyst role, with a strong interest in rate management and the development of testimony in support of regulatory filings are strongly preferred.

  • Experience with regulatory filings and reporting is critical.

  • Detail oriented expert in Microsoft Office, particularly in MS Excel.

  • Strong business acumen with demonstrated ability to provide strategic solutions to complex problems.

  • Ability to work under demanding time constraints with firm deadlines.

  • Demonstration of being a team player who can think outside the box.

  • Some travel will be required.
