Mandate:

This position reports directly to the Manager of Rates and Regulatory Affairs and provides analytical work of moderate complexity in support of regulatory proceedings and decisions. Supports the Manager of Rates and Regulatory Affairs for studies, projects and research and analysis for specific regulatory affairs and or rates issues for Liberty Utilities (California) Provide other regulatory leadership and advice as needed. Lead the preparation and implementation of rates filings and regulatory filings required at the state level. Has primary responsibility for specific studies and defending same with local regulatory commission/authorities and other key stakeholders while ensuring that the policies and procedures of the organization comply with all applicable laws and regulations. The position will be involved in or responsible for developing and maintaining revenue requirements and cost recovery models; preparing and administering advice letters, applications and tariffs; compiling revenues, sales and general business statistics for compliance reporting ; conducting research; and supporting the general rate case management process.

Job Functions:

  • Directs, prepares and compiles the company’s regulatory applications and filings process to obtain all necessary permits, licenses, certificates, authorizations, and rate approvals
  • Establishes and maintains good relationship with regulatory authorities
  • Liaises with regulatory authorities and commission staff and participates in industry forums to influence regulatory policies
  • Prepares analysis and provides advice to company’s management on emerging regulations and developments in industry
  • Review and interpret new pending local laws and regulations, which potentially affect the organization's business practices, and coordinates the development or revision of policies, procedures, contracts, and agreements to ensure compliance
  • Implement and oversee a framework to ensure the utility is meeting its compliance requirements in an accurate and timely manner
  • Monitor up-to-date information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities
  • Updates key management on regulatory changes, developments and implications of new requirements on functional areas
  • Solves complex problems and takes a new perspective using existing solutions
  • Act as a resource and provide guidance to those with less experience
  • Mentors and provides advice and guidance to other analysts within the organization
  • Prepare and support all regulatory filings which includes developing and maintaining complex excel models
  • Prepare expert witness testimony, exhibits, work papers and discovery responses
  • Implement regulatory decisions
  • Assist in evaluating and developing recommendations on cost recovery, rate making, customer programs and electric rate issues
  • Compile company operating statistics for internal and external distribution
  • Other job duties as assigned

Minimum Requirements:

  • Requires in depth knowledge and experience.
  • 5-10 years' of experience in regulatory compliance or utility industry; testifying experience a plus.
  • Bachelor’s degree with a preferred focus in Finance or Economics or Engineering or equivalent.
  • Master’s degree or CPA designation a plus but not required.
  • Skilled knowledge and understanding of the regulatory environment.
  • Complete knowledge of local state commission and filing requirements.
  • Advanced expert understanding of revenue requirement and cost recovery programs.
  • Ability to analyze, interpret and report complex information.
  • Strong problem solving skills.
  • Strong computer skills in word processing, spreadsheets and database applications.
  • General understanding of databases and relational data hierarchy.
  • Ability to learn new processes and create desk procedures to implement the process.
  • Strong organizational, multi-tasking and time management skills.
  • Dynamic team player that also works well independently.
  • Excellent oral and written communication skills.
  • Strong analytical and problem solving skills.
  • Familiarity with SAS, SQL or other report writing software a plus.
  • Prefer position to be based out of the Company's Downey, CA office. However, the position can be considered to be based out of the Company's Lake Tahoe, CA offices.
  • Must be able to accommodate overnight travel mainly within the state of California.
