Mandate: Reporting into the Vice President, Operations, responsible to ensure execution of APUC’s Internal Compliance Program for Liberty Power operating assets that covers FERC, NERC, RTO, ISO and Market Rules in all jurisdictions in which Liberty Power operates or does business. 

Job Functions:

  • Member of the Liberty Power team ensuring that the organization’s compliance risk is effectively managed.
  • Execution of the Internal Compliance Program (ICP) covering FERC and NERC rules, standards and guidelines, and RTO/ISO/Market Rules (ISO Rules).
  • Operationalization of FERC and NERC standards as well as ISO Rules for the Liberty Power operating assets.
  • Working with the CCRO teams, assess compliance levels to the FERC / NERC and ISO rules and standards, ensuring that work plans are implemented to effectively manage risk.
  • Monitor, interpret and communicate the ISO Rules to the operating assets.
  • Along with the Director NERC Compliance and Director ISO/RTO/ Market provide subject matter expertise in regards to the ISO Rules.
  • Assist site / plant managers in the preparation of RSAWs and other evidence to support compliance activities
  • Ensure staff is adequately trained on the ISO Rules to execute their job in a compliant manner.
  • Provide compliance guidance and support to business lines in regards to implementation of compliant business practices and processes to further mitigate risk.
  • Regular compliance reporting including Key Performance Indicators to adequately measure compliance activities against the FERC Rules, NERC Standards and ISO Rules.
  • Provide independent assurance to senior management in regards to FERC Rules, NERC Standards and ISO Rules compliance

Minimum Qualifications:

  • A minimum of 10 years’ experience in the power industry with a P.Eng designation, an asset
  • Knowledge of FERC Rules, NERC standards and RTO/ISO/Market Rules strongly preferred, including in relation to energy trading and unregulated activities
  • Experience in the compliance field an asset
  • Effective facilitation skills to reach consensus among diverse stakeholders
  • Proven self-starter with the ability to work effectively in a team environment as well as individually on complex assignments
  • Excellent communication skills, both written and verbal
  • Must have strong organizational skills
  • Holds a valid drivers’ license and is able to travel up to 30% within Canada and the USA
