Purpose

The Business Development Professional will work both independently and with existing Business Development professionals to build business opportunities in the unregulated water infrastructure environment with a primary focus on water infrastructure. He or she will develop and maintain strategic relationships with municipal and industrial offtakers, as well as leading Engineering, Procurement and Construction (EPC) partners. The Company’s efforts in water infrastructure are focused on water reuse, brackish water desalination, aquifer storage and recovery, pipelines, traditional water and wastewater treatment, and seawater desalination, in addition to other opportunistic investments. Target investments will be long lived assets with long term offtake agreements. This position will have a focus on the development of new water infrastructure assets and investments and the acquisition of existing water infrastructure. The candidate will work with team members as well as regional and headquarters staff to develop and pursue potential development projects that will help the company meet its growth targets.

In this role you will be responsible for due diligence needed to support business development efforts (market research, needs assessment, detailed financial analysis of revenues and expenses, etc.) and provide educated conclusions and recommendations regarding potential development efforts. He or she will work closely with other Business Development Professionals that hold similar roles within Liberty and that have responsibilities over other territories. The successful candidate will collaborate with potential customers, corporate staff, consultants (as needed), EPC development partners in evaluating the profitability of new development; identify partnerships, alliances or strategic relationships that can add to the development effort; and stay abreast of industry trends.

Accountabilities

Lead and direct the roll-out of existing unregulated water infrastructure development projects and the development of new business opportunities in unregulated water infrastructure, including

On the development of new water infrastructure projects:

  • Monitor industry trends regarding new technologies and opportunities
  • Develop and promote relationships with potential offtakers in areas of water scarcity
  • Build and improve relationships with strategic EPC development partners
  • Work with company BD professionals that have similar roles in other territories to develop standard methodologies
  • Conduct due diligence vital to determine the viability of new development projects
  • Developing the appropriate documentation to support conclusions (financial, technical, regulatory, legal)
  • Developing presentation material required to gain approval of development projects

On the acquisition of existing assets:

  • Build methodologies for identifying new acquisitions using marketing material and/or databases
  • Work with Operations and Engineering teams to conduct assessments of targeted acquisitions
  • Work with financial, operational, legal, and regulatory professionals to quickly resolve business issues
  • Network with municipalities and partners to develop prospects for acquisitions of infrastructure currently owned by existing utilities
  • Completing progress reports and presentations for Company and parent company senior management reviews

Education & Experience

  • 5-10 years experience in and knowledge of water and wastewater infrastructure, including desalination, water reuse, supply, storage, transportation, and distribution
  • Bachelor Degree
  • Knowledge of regulatory policies applicable to water and wastewater sectors in Texas
  • Knowledge of the Texas water market, water supply issues, and groundwater/aquifer regulations and laws
  • Experience working with legislators and regulators to move forward business efforts
  • Knowledge of greenfield and brownfield development processes
  • Strong PowerPoint, Excel spreadsheet, and analytical skills (must be able to work with Excel models)
  • Strong oral and written skills
  • Will require extensive local travel and limited overnight travel.
