Position Summary

The  EHS/Technical Training Program Manager, will provide tactical direction and leadership to the two locations assigned with respect to environmental, safety and training programs. The EHS/Technical Training Program Manager is responsible for implementation of environmental, health, safety and training policies and procedures.  The EHS/Technical Training Program Manager is ultimately responsible for ensuring an effective EHS and training compliance program. This position is responsible for driving EHS standards, policy and procedures; environmental, health and safety compliance and continuous improvement.  The incumbent will be responsible for continuous development of the health and safety culture and positively impacting employee engagement. This will be done by implementing policy, procedures, standards, training, tools and techniques.  This position will be responsible for leading improvements in our safety risk mitigation process through collaboration with local leadership.  This position is responsible to plan, design and develop, deliver and evaluate technical training programs that ensure full compliance with the Company's safety policies and programs, and existing or future governmental codes and regulations.  This role is responsible for the maintenance of one or more of the following training qualification programs, Gas Operations, Electrical Operations and/or Water Operations. Using the Learning Management System (LMS), this position is responsible to plan and coordinate training for operations employees and outside entities.  Training will include both classroom and on-the-job training and would incorporate both conceptual and hands-on instructional methods.  Responsibilities will also include participation in testing and evaluation of new tools, materials, and equipment, the ongoing revision and maintenance of standards, procedures and training materials.  The role also conducts field audits, and the certification of field employees.  This position requires a combination of technical knowledge and communication ability to effectively facilitate learning to various target audiences and respond to questions from employees, customers, and the general public.  Successful performance requires a strong working knowledge of the specific industry (i.e. Natural Gas, Electric and/or Water transmission/distribution systems.)

Job Responsibilities

Hazard Identification & Hazard Control

Have a level of knowledge to perform hazard identification, risk assessments and JHA’s for Operations in the region with the goal of zero incidents (near miss, injuries and illnesses)
Have a level of knowledge and experience in Safety Observations, Site Inspections, Regulatory and Other Audits (OSHA/OHSA) and EHS System Framework Audits in relation to Utilities and Power Generation (Electrical, Mechanical, Physical, Gravity, Chemical, etc.)
Accountable for documenting, tracking and following-up on findings/action items and information to local leadership (i.e.. written and verbal communication, Gensuite, etc.)

Implementation of Environment, Health/Safety and Technical Training Framework & Initiatives
Ability to effectively promulgate a proactive safety culture and gain buy-in for corporate initiatives (Drive to Zero, Take Two); training (Onboarding, Smith Driving); and programs (Gensuite, SafeStart) across all facilities in the region.
Have a level of verbal and written communication skills, conflict resolution abilities and group facilitation skills. Must collaborate with local leadership for understanding, implementation and compliance with regulatory requirements, corporate initiatives, critical tasks, and potential areas of opportunity.
Proactively engage with all employees across APUC's business lines to grow their personal ownership of environmental stewardship both inside and outside the workplace
Assist in creating a long term vision to develop a culture reflective of a commitment toward environmental stewardship
Work collaboratively with local leaders to ensure compliance with applicable State and Federal DOT and OSHA rules related to all program qualification requirements and procedure adherence. Work closely with environmental, health and safety staff with regards to the development and implementation of company-wide EHS policies and procedures.
Have advanced knowledge of current and emerging technical and professional aspects of this position. Interpret State and Federal codes for field personnel, as required, to effectively develop and implement training programs.
Participate in operating and capitol budget preparations, as appropriate, to ensure EHS and Training programs and concerns are adequately funded and managed

Incident Reporting, Incident Management and Incident Investigation
Have a level of knowledge of root cause analysis and investigation of all incidents at facilities in the region. Collaborate with local leadership to conduct thorough and timely investigations and implement corrective actions to avoid potential accidents and procedural violations
Have a level of knowledge to Perform audits in OSHA and CSA regulations also in Electrical, Gas, Water, Instrumentation and Control, Operation, Mechanical and/or Hydraulics, in APCOs and OEMs turbine models/tools/equipment/assets as required.
Maintain auditable training records

Reporting
Has the ability to track, trend and develop action plans for leading and lagging environment, health and safety indicators.
Experience in using the Learning Management System (LMS) to coordinate, track and report on employee training
Adequate computer skills for incident reporting and exchange of information for lessons learned, etc. (Microsoft Suite - Word/Excel/PowerPoint, cloud-based Gensuite Software)


Skills and Experience

• Minimum of 5 – 10 years management experience in the Environmental Health and Safety and adult learning

• Relevant experience in environmental compliance

  • Expertise - advanced/well-developed skills and knowledge within a specific professional discipline involving the integration of theory and principles with organizational practices and precedents

• Thorough understanding of environmental laws and regulations as applicable to the utility and energy industries in North America

•Experience in remote management and supervision - demonstrated leadership qualities

• Excellent planning, organizational, communication, interpersonal, presentation and facilitation skills

• Superior team building and coaching abilities, both as a leader and a team member

• Safety minded

• Technical training experience in one or more of the following Gas operations, Electrical Operation and/or Water Operations

• Proven training design, development and delivery experience

• Experience with Microsoft Office Suite

• Experience using Learning Management Systems (LMS)

• Tools/instruments usage may be required to train and certify employees.


Required Experience and Education:

• Bachelor's degree in Business Administration, Engineering, or a related field and seven years progressively responsible professional experience in associated industry of operations management and/or compliance work; or

• Degree in field and/or 5 years of related experience.

• Experience or certificate in adult education preferred.

• Requires a valid driver's license.

• Work is split between an office environment and field environment based on requirement to accomplish training requirements.

• Travel may be required to accomplish training requirements.

• Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting.

• Work demand stress level based on overall expectations of management and peers.

• Ability to manage the decision making process to develop and implement effective curriculum and training plans.
