Mandate: Our Environmental, Health, & Safety Department has an opening for an experienced and professional Program Manager, Health & Safety to be responsible for overseeing the development and implementation of the Company’s health and safety programs and ensuring safety compliance, providing technical and non-technical advice as subject matter expert with industrial safety and health regulations, polices, standards and program in order to determine and ensure regulatory compliance. The successful incumbent will partner with Field Operations to ensure alignment with the corporate safety program and resolution to systematic issues with promoting a safety culture and oversee the Company’s DOT drug & alcohol random drug testing for required employees and manage the workers’ compensation program for the company, including interacting with workers’ compensation insurers, monitoring claims, developing and administering loss prevention and rehabilitation management/monitoring programs, maintain files, and provide necessary support in defense of claims. In addition, the Program Manager, Health & Safety will counsel, facilitate and be a liaison to support management, operations, technical services and other customer groups in all matters related to employee safety and emergency response.

Job Functions:

  • Establishes effective lines of communication with work area teams and participates in field safety meetings with the goal of developing a safety culture.
  • Collects, organizes and evaluates assessment data to gauge organizational strengths and areas for improvement and audit functions.
  • Collaborates with internal customers to identify appropriate metrics for health and safety measures.
  • Conduct safety audits and inspect facilities within area of responsibility to ensure a safe working environment and compliance with regulatory laws.
  • Assist in Safety Training venues, including specialized safety training and Annual Safety Refresher Training as required.
  • Conduct health and safety orientations, visit work sites, and distribute literature to implement and promote safety and/or environmental policies and procedures.
  • Implements health and safety procedures to ensure that workplace activities are carried out with minimal hazard to employees, covering protective equipment, respirators, hearing protection, protection against hazardous materials, and other related hazards.
  • Ensures effective communication of required safety actions to company leadership; assists in prioritization based on findings and risk exposure.
  • Participate in the writing and review of new and existing safety & health policies & procedures to ensure they meet the internal and external regulatory requirements.
  • Collaborate with and support other EHS personnel with safety & health related topics and issues.
  • Monitors implementation and effectiveness of corrective actions and provides feedback to Leadership.
  • Advises in the development of compliance improvement strategies that will align with enterprise safety standards and industry best practices.
  • Verifies and validates departmental action plans and improvement initiatives to ensure consistency and alignment with Corporate Health & Safety standards.
  • Develops and monitors annual revisions to safety and health management processes.
  • Serves as management lead in crisis and emergency situations related to health and safety.
  • Ensures appropriate employee training/employee and team performance.
  • Determines potential unsafe conditions/acts during audits or other field visits and assist locations in developing action plans to correct those conditions.
  • Assesses employee training requirements and delivers or coordinates delivery of required training.
  • Facilitates regular Safety Committee meetings.
  • Demonstrates a high standard of safety in compliance with all safety regulations and company safety policies.
  • Ensure compliance with all environmental, health and safety regulations, and keeps abreast of any changes to laws and regulations that impact the organization.
  • Have a level of knowledge to perform hazard identification, risk assessments and JHA’s for Operations in the region with the goal of zero incidents (injuries/illnesses and motor vehicle accidents).
  • Have a level of knowledge and experience in Safety Observations, Site Inspections, Regulatory and Other Audits.
  • Accountable for documenting, tracking and following-up on findings/action items and information to local leadership (i.e., written and verbal communication, Gensuite, etc.).
  • Ability to effectively promote a proactive safety culture and gain buy-in for corporate initiatives (Drive to Zero, Take Two); training (Onboarding, Smith Driving); and programs (Gensuite, SafeStart) across all facilities in the region.
  • Verbal and written communication skills, conflict resolution abilities and group facilitation skills. Must collaborate with local leadership for understanding, implementation and compliance with regulatory requirements, corporate initiatives, critical tasks, and potential areas of opportunity.
  • Assist in creating a long term vision to develop a culture reflective of a commitment toward environmental stewardship.
  • Work collaboratively with local leaders and environmental, health and safety staff with regards to the development and implementation of company-wide EHS policies and procedures.
  • Provide technical and administrative direction on all EHS policies and programs which bear critical importance to overall corporate objectives, operations and profitability.
  • Participate in operating and capital budget preparations, as appropriate, to ensure EHS programs and concerns are adequately funded.
  • Ensure that all employees receive adequate training and safety equipment to safely perform all activities associated with their role. Select, inspect and train proper use/care/maintenance of safety equipment (PPE, Guarding, meets industry and regulatory requirements). Maintain SME and/or train the trainer qualifications for EHS topics as required.
  • Have a level of knowledge of root cause analysis and investigation of all incidents at facilities in the region. Collaborate with local leadership to conduct thorough and timely investigations.
  • Has the ability to track, trend and develop action plans for leading and lagging environment, health and safety indicators.
  • Adequate computer skills for incident reporting and exchange of information for lessons learned, etc. (Microsoft Suite - Word/Excel/PowerPoint, cloud-based Gensuite Software).
  • The ability to conduct presentations to various size audiences.

 

Qualifications:

  • Bachelor Degree in Safety Engineering, Occupational Safety & Health, Industrial Hygiene, or related technical field with 7 years work related experience in the energy, industrial or construction field REQUIRED.
  • Certified Safety Professional (CSP) or Certified Utility Safety Professional (CUSP) preferred.
  • Experience working in/with an electric and or gas utility industry a plus.
  • Strong knowledge of state & federal regulations with (Occupational Safety & Health Administration (OSHA), National Fire Protection Agency (NFPA), Department of Transportation - DOT required.
  • OSHA 29 CFR 1910, general industry standards and OSHA 29 CRF 1926, general construction standards required.
  • Experience with best in class EHS practices and demonstrated, measurable results in the improvement of recordables and lost workdays.
  • Solid, current knowledge of EHS, and workers compensation best practices required.
  • Strong capabilities to develop and implement training programs, proven success in driving continuous improvement in Health & Safety required.
  • Proven record of accomplishment to bring about positive change through influence is required.
  • Strong collaboration, interpersonal and communication skills (verbal, written presentation) to effectively deal with various levels of management and staff.
  • Technically and professionally competent in health and safety practices and processes required.
  • Strong PC skills in Microsoft Office (Word, Excel, and PowerPoint) particularly in Excel required.
  • Strong business acumen with demonstrated ability to provide solutions to complex problems.
  • Highly organized skills with the ability to manage multiple tasks and meet deadlines.
  • Ability to work flexible hours and traveling to off-site locations within US & Canada required.
  • Pass Company DOT Drug & Alcohol testing.
  • Valid driver’s license required.
  • Relevant experience in environmental compliance.
  • Experience in remote management and supervision - demonstrated leadership qualities.
  • Superior team building and coaching abilities, both as a leader and a team member.
  • Travel required across assigned regional location.
