Description

The job entails management and oversight of integrity programs, technical services, operating records, damage prevention, and overall operating compliance with Federal and State Codes. The position is responsible for supervision of all aspects related to Technical Services and Damage Prevention, including supervising department personnel with accountabilities for management of a geographical information system.

Oversight Responsibilities Include:

The Work & Asset Management System, including development & deployment

Operations field records

Easement and rights-of-way planning & maintenance

Damage prevention programs, including education and enforcement

Operating procedures, including development and roll-out

Emergency response procedures, including development and roll-out

Field Ops & Construction inspections, for quality and compliance

Approved materials, products, tools and equipment

System analysis programs

Pressure testing and other asset records

 

Managing:

Integrity programs for both distribution and transmission

Through support, special projects (especially high-pressure projects)

Materials testing, both destructive and non-destructive, for quality

Maximum allowable operating pressures

Class location studies

Internal engineering and liaising with external consultants

Related capital expenditure budgets

Implementation of Pipeline Safety Management Systems (PSMS API RP1173)

 

Education & Experience:

BS – Engineering or equivalent work experience

Ability to work closely and amicably with internal and external customers

Self-motivated

Strong organizational skills

IT literacy

Working knowledge of company, local, state and federal codes as they relate to the job preferred

Experience with integrity management programs, in-line inspection activities (“smart pigging”), and corrosion control preferred

Metallurgical experience or knowledge preferred

NACE CP2 certification (or higher) preferred

Work requires the ability to competently understand procedures and various instructions contained in technical documents.

Work requires the ability to write in order to accurately express information from inspections, findings, investigations, etc. and accurately capture data for recordkeeping purposes.

Work is widely varied, to include involvement with customers, customer service operations, field operations and accounting. Must learn and understand the interdependency of all company operations and be able to analyze and prioritize situations as they arise on a daily basis.

Work requires the ability to make decisions that are within Liberty’s O&M procedures and NY rules and regulations. Must be able to perform duties and functions effectively with minimal supervision.

Computer skills in MS Office Suite required.

Previous gas industry experience would be considered an asset.
