The Construction Supervisor is responsible for the safety, reliability, security and integrity of the gas distribution system through the daily supervision and organization of Liberty operations personnel and contractors in order to complete job tasks while following Company, departmental and Regulatory policies, procedures and statutory requirements.

Job Functions:

  • Ensure supervised employees and contractors follow safety standards, policies and processes in order to ensure a safe working environment and minimize risk for all staff.
  • Execute all work tasks in compliance with all Company, Federal and State policy and regulatory requirements.
  • Review, ensure accuracy and execute the approval of area purchase orders, invoices and payroll activities.
  • Solid understanding of applicable federal, state and local regulations and codes affecting natural gas distribution.
  • Proven knowledge to develop standard operating procedures for field personnel to perform gas work and connections on energized distribution/transmission facilities required.
  • Responsible for work outside of normal work schedule including overtime/storm assignments/holidays and when vital.
  • Coordinate the operational workload of the team to ensure allocated resources are fully utilized in order to deliver against agreed upon work plan and execute work activities within planned unit and budget cost.
  • Participate in strategic business initiatives and projects and supervise 15+ Liberty and contractor employees to the safe, timely and efficient completion of work within the area of responsibility while promoting and implementing standard methodologies in order to ensure and verify all work tasks achieve high efficiency, quality standards and low costs.
  • Supervise performance of allocated staff and/or outside resources, including issues relating to sickness, discipline and poor standards of work in order to ensure that work is performed efficiently and optimally.
  • Supervise a culturally diverse workforce through mentorship, counseling, and team building to ensure tasks are carried out in an efficient manner.
  • Ensure field employees receive timely training and OQ certifications required for the tasks that are performed.
  • Perform effective and timely communication programs to support employee engagement.
  • Promote employee engagement to ensure successful safety program results; and support Safety Metrics and Awareness Programs.
  • Perform off-hour coverage and provide sound decision-making during emergency situations required.
  • Provide emergency response as the need arises and supervision of personnel engaged in a 24 hour, 7 day per week operation.
  • Build good working relationships with internal & external customers and handle the day-to-day relationship with them in order to understand their requirements and deliver appropriate solutions within Liberty Utilities policies and processes.
  • Act as the first point of contact for multiple internal partners and outside agencies in order to provide support and ensure Liberty Utilities delivers against service level agreements.
  • Manages relationships with partners and customer where disruption is caused by essential maintenance and construction work, ensuring that complaints service and applications for mitigating circumstances are coordinated.

Minimum Qualifications:

  • Bachelor’s degree in a related field and progressively responsible experience in the natural gas utility industry; or
  • A general educational knowledge normally acquired through a high school diploma or a General Equivalency Diploma (GED) and proven progressively responsible experience in the natural gas utility industry.
  • Valid driver’s license.
  • Requires the ability to provide explanations of technical or other complex matters to people with little or no background in the area under discussion.
  • Requires the ability to perform analyzes involving ratios, percentages and simple statistical methods and/or make calculations to reconcile financial statements and accounts.
  • Requires basic digital literacy to build standardized documents, reports, or graphics using various software.
