Job Functions:

Lead and Direct Substation Operations Team
  • Lead and direct EDE's Substation Operations which entails 1) Overseeing substation construction activities within division ensuring that each project is on budget and on time and that quality of each project will protect the substation asset and provide for reliable operation. 2) Overseeing substation maintenance activities within division to ensure reliable operation (which is tracked and reported monthly) and maximize the life of substation assets while staying within O&M budget.
  • Monitor work within the department of engineers, substation techs, and other technical employees.
  • Outsourcing of specific design/construction activities if needed.
  • A strong understanding of substation protection and control schemes. Have the knowledge to read, modify, and create substation control drawing packages.
  • A solid understanding of protective relay settings; have the ability to check/verify settings as needed.
Safety
  • Monitor and enforce area safety program emphasizing individual responsibility and ensuring compliance with all applicable procedures, work rules, regulations and codes.
  • Maintain safe operating practices for all equipment that ensures equipment is appropriately locked out for maintenance but also ensures all systems are fully functional when it is returned to service.
Conformance of Substation Operations
  • Conformance of substation operation and maintenance to applicable standards, objectives and safety regulations by developing, implementing, maintaining and enforcing policies, procedures, equipment test methods and reporting mechanisms.
  • Availability to respond to substation alarms, outages, and respond on site to any emergency.
  • Be familiar with both transmission and distribution system capabilities such that any flexibility within the system can be utilized to mitigate the duration of any substation emergency.
  • Clearly communicate with other managers responsible for the operation of the transmission and distribution system.
  • Analyze substation equipment and functionality to develop a comprehensive strategy for equipment replacement to aid in the development of the Construction Budget. 
  • Develop an O&M budget and maintenance plan based on equipment condition and on adhering to NERC requirements.
  • Evaluate vendor designs and quotations to ensure compliance with specifications and company purchasing guidelines to ensure cost effectiveness over the life of equipment.
  • Evaluate problems regarding substation design (protective relaying schemes, relay panels, and control wiring) and materials with internal and outside entities to ensure successful completion of projects within a given time frame.
People Development and Training
  • Help develop a highly skilled workforce capable of constructing, troubleshooting, and maintaining complex mechanical, electrical, and control systems associated with substations.
  • Provide information/training on issues with equipment in the industry and on new techniques and tools that help analyze the functionality of equipment.
Minimum Requirements:
  • Requires in depth knowledge and experience.
  • 5-10 years’ experience as a substation electrician or Bachelor’s degree in Engineering with substation experience.
  • PE with Protection Engineer preferred.
  • Strong computer skills in word processing and spreadsheets.
  • Strong organizational, multi-tasking and time management skills.
  • Dynamic leadership abilities.
  • Excellent oral and written communication skills.
  • Strong analytical and problem solving skills.
  • Must be able to accommodate overnight travel mainly within the state of California.
  • Location can either be based in Tahoe Vista, California or South Lake Tahoe, California.
