Mandate: The Compliance Technician is highly experienced in construction and maintenance, customer service and meter reading activities. Performs all of the standard and some specialized aspects of the function. May be responsible for performing the duties on transmission and distribution systems and facilities, as applicable. May serve in a lead role in certain functions where general guidance and training of less experienced support personnel is needed. Performs such work in accordance with Company, regulatory and safety procedures.

Job Functions:

  • Performs tasks related to measurement, including but not limited to: installation of meters, regulators, relief valves; monitoring and testing of meters and related equipment; odorization checks; etc.
  • Performs activities to ensure responsiveness to natural gas and other emergencies.
  • Completes and maintains accurate records and reports to comply with Company and regulatory requirements.
  • Plans, monitors, coordinates and inspects work of contractor crews to ensure compliance with Federal, state and local codes and regulations as well as Company policies, procedures and standards.
  • Performs tasks related to cathodic protection, including but not limited to: installation of cathodic protection related equipment; and installing & monitoring CP test points; performing pipeline patrols; etc.
  • Performs tasks related to leak survey, including but not limited to: leak survey, casing surveys, re-evaluations, etc.
  • Performs tasks related to critical valves, including but not limited to: valve installation, valve patrol, valve maintenance, clearing of breaches, etc.
  • Installs, maintains and repairs natural gas lines, meters and regulators. Turns natural gas lines on and off, as necessary.
  • Responds to large customer requests for service including connections, disconnections and leak investigations.
  • Operates and maintains heavy and/or specialized equipment and tools in order to install and remove natural gas facilities, meters, fittings and other materials.
  • Reads large meters and records consumption for billing. Disconnects delinquent accounts as necessary.
  • Assists in providing barricades and channelization services at worksites that are in compliance with Federal and state regulations and Company standards.
  • Assists with the investigation and resolution of lost and unaccounted for natural gas.
  • May perform welding operations for the installation, maintenance and repair of natural gas mains, service lines, meter guards and regulator stations.
  • May be required to hold stand-by duty, work shifts, holidays, weekends, emergency call outs, and occasional extensive hours.
  • Is subject to reporting outside regular work area.
  • Identifies, addresses, and reports safety and encroachment issues to their resolution and completion.
  • Is responsible for the safe operation and inspection of assigned Company vehicles and equipment.
  • Demonstrates support for and adheres to the Company’s values, strategies, policies and procedures and exhibits the core values of Liberty, Customer Service, Safety and the Company’s Code of Conduct both as an individual contributor, team member and/or leader of others.
  • Must become familiar with the contents of the Safety Manual, live by the spirit of its intent and become involved in creating and maintaining a safe working environment. Must complete all required safety training.

Minimum Qualifications:


  • High School Diploma or equivalent.
  • Must possess experience in natural gas service, construction and maintenance or compliance field experience or equivalent (normally achieved with 4 years of work experience).
  • Must have and maintain minimum Operator Qualifications (OQs) and classroom training for position.
  • Requires a valid driver's license and ability to obtain CDL (see Driver’s Qualification policy) in accordance with Company standards.
  • Must have and maintain a Competent Person certificate.
  • Must obtain and maintain any other required OQs and classroom training or certifications within six months.
  • May require a welding certificate.
  • Requires working knowledge of various software applications for data entry, reference and/or retrieval tasks.
  • Requires the ability to communicate with internal/external customers to obtain and/or provide explanations and/or information.
  • Requires occasionally performing activities including, but not limited to, bending stooping, grasping, reaching, twisting turning and/or lifting.
  • Requires the acute sense of sight and hearing (corrected or uncorrected) and strong sense of smell.
  • Must be able to lift tools, equipment and materials up to and including 60 pounds.
  • Works outdoors in all types of weather and may be exposed to extremes of climate and temperatures, high noise levels, rough terrain, and occasional work on ladders, roofs, attics, and under houses as well as confined spaces.
  • Works as an individual contributor and/or as a member of a team.
  • May have residence requirement due to call-out response time.
  • As a Safety- Sensitive position, pre- and post-employment screenings, including but not limited to drug testing as outlined by the Department of Transportation (DOT) and Pipeline & Hazardous Materials Safety Administration (PHMSA), and motor vehicle record (MVR) background checks are required.
